Community College Initiative Program (CCI)

One academic year of non-degree, certificate study at accredited U.S. community colleges for Egyptian early-career professionals — building technical, leadership and English-language skills.

Program Overview

The Community College Initiative (CCI) Program provides Egyptian young professionals an opportunity to attend one academic year of non-degree study at accredited U.S. community colleges. The program encourages a well-rounded learning and exchange experience built on five equally important pillars: academics, cultural exchange, service learning, internships, and leadership and action planning.

CCI is designed to build participants' technical skills in applied fields, enhance their leadership capabilities and strengthen their English-language proficiency, while providing opportunities for professional internships, service learning and community engagement. Immediately after completing the program, participants return to Egypt with new skills and expertise to contribute to the country's development and economic growth. CCI is a program of the U.S. Department of State.

What are community colleges? In the United States, a community college is a two-year post-secondary institution that offers certificate programs, Associate of Arts and Associate of Sciences degrees, and many other programs.

Eligible Fields of Study

  • Agriculture.
  • Applied Engineering.
  • Business and Entrepreneurship.
  • Creative Economy and Media.
  • Early Childhood Education.
  • Information Technology (IT).

Eligibility Criteria

  • Egyptian citizenship, currently residing in Egypt from the application process through selection, placement and pre-departure.
  • Age between 18 and 30.
  • One of the following at the time of application: students or graduates of technical institutes or technological colleges (field must be relevant to the major); university students enrolled in a bachelor's program (field must be relevant); or university graduates (field must be completely different from the major, with at least two years of practical experience in the field of application).
  • Proof of English-language proficiency from one approved test: TOEFL ITP (minimum 420); TOEFL iBT (minimum 36–37); Academic or General IELTS (minimum overall 5.0); Duolingo English Test (minimum 75); or an English Proficiency Test from an Egyptian university (minimum 420).
  • Limited or no overseas study experience — nominees with no prior overseas study or U.S. travel receive placement priority.
  • Able to receive and maintain a U.S. J-1 visa, and physically able to complete the program in full.
  • Committed to returning to Egypt immediately after the program.
  • Male applicants must have military-service exemption or postponement at the time of application.

Applications are ineligible from U.S. citizens, green-card holders or dual Egyptian-U.S. citizens; university graduates from the same field of application; those currently studying, residing or working outside Egypt; and Department of State / U.S. mission / ECA-implementing staff and Fulbright Commission board members or staff (and their immediate families).

Required Documents

  • Complete application form, including answers to all essay questions.
  • Secondary-school transcript (technical or general) in English and Arabic; proof of enrollment or the highest degree certificate/transcript in English and Arabic, as applicable.
  • An approved English-proficiency score report (TOEFL ITP 420, iBT 36–37, IELTS 5.0, Duolingo 75, or Egyptian-university test 420).
  • A scanned copy of the original valid passport or National ID and a personal photo.
  • Scanned copies of any previous U.S. J1 or J2 visas, if applicable; male applicants must submit proof of military-service status.

Financial Provisions

  • J-1 visa support.
  • Round-trip travel from Egypt to the host institution in the United States.
  • Tuition and mandatory college fees.
  • Housing and meals.
  • A small allowance for books, materials and incidental expenses.
  • Limited, J-visa-compliant accident and sickness coverage.
  • A variety of personal and professional development activities.

Notes: Dependents are not allowed to accompany participants at any point during the grant. Participants cannot undertake paid employment in the U.S. during the grant. Preference is given to applicants without prior significant experience in the U.S. and/or overseas.
