Hubert H. Humphrey Fellowship Program

A one-year, non-degree fellowship bringing accomplished mid-career professionals to the United States for graduate-level study, leadership development and professional experience.

Program Description

The Humphrey Fellowship brings mid-career professionals to the United States to build strategic partnerships that advance shared interests and the policy goals of the United States in Egypt. Through graduate-level study and professional experiences at U.S. host universities and organizations, Humphrey Fellows gain practical insight into how American policies are developed and implemented, working alongside U.S. experts in their fields.

This one-year fellowship is offered to mid-career professionals with a proven track record of leadership, a public-service commitment, and the capacity to benefit from independent non-degree study at a leading U.S. university — along with a wide variety of professional development activities, including an internship or professional affiliation, meetings and consultations with U.S. faculty or experts, field trips and special seminars. Fellows are placed in multi-national thematic cohorts at U.S. host universities, where they build skills to promote stability and economic growth and foster long-term cooperation with the United States on shared global challenges.

Eligible Fields

Only the following fields are eligible for Egypt:

  • Communication and Journalism.
  • Law and Governance.
  • Natural Resources Policy.
  • Public and Economic Policy.
  • Public Health Policy and Management.
  • Technology Policy and Management.

Eligibility Criteria

  • Egyptian citizenship.
  • Applicants must reside in Egypt from the application process and throughout the selection, placement and pre-departure stages.
  • A bachelor's degree in an appropriate field of study.
  • At least five years of full-time professional experience beyond a first university degree, prior to August 2026.
  • Management or policy responsibilities — including university teachers and teachers of English as a foreign language. Academics applying in a professional field must have professional experience in that field.
  • Demonstrated leadership qualities and a record of public service.
  • Proof of English-language proficiency from one approved test: TOEFL ITP (minimum 550); TOEFL iBT (minimum 72); IELTS (minimum 6.0); Duolingo English Test (minimum 100); or an English Proficiency Test from an Egyptian university (minimum 550).
  • Limited prior U.S. experience: preference is given to those who have not participated in U.S. government-sponsored exchange programs in the last three years; individuals with more than three years of substantial U.S. experience are ineligible.
  • U.S. citizens and green-card holders are not eligible to apply. Employees of the U.S. Department of State, U.S. mission staff, ECA-implementing organizations, and Fulbright Commission board members or staff (and their immediate families) are ineligible during, and for one year following, such employment.
One academic year in the U.S. Humphrey Fellows pursue independent non-degree study and professional affiliations, then return to Egypt to apply their skills and networks at home.

Required Documents

All documents must be uploaded to the online application by the published deadline. The core checklist includes:

  • Completed online application.
  • Copies of transcripts for all post-secondary degrees, in English.
  • Two recommendation letters — one from the immediate supervisor at the current home institution.
  • An approved English-proficiency score report (TOEFL ITP 550, iBT 72, IELTS 6.0, Duolingo 100, or Egyptian-university test 550).
  • A scanned copy of the original valid National ID and a personal photo.
  • Scanned copies of any previous U.S. J1 or J2 visas, if applicable.
The Humphrey Fellowship Program seeks applicants with personal integrity and original thinking. All content must be the applicant's own work; any use of AI tools must be clearly disclosed. Plagiarism — including unintentional plagiarism — or undisclosed AI use will disqualify an application.
